정책으로서의 ‘다문화공생사회’ 이념과 다문화공생 프로젝트의 지역적 존재방식 (Exploring the Official Policy of Multicultural Coexistence as It Is Lived in Japanese Contemporary Local Contexts)

2006년 이후 공식적인 정책모델로서 제시된 일본 정부의 다문화공생은 지역적 수준에서 일반 시민들에게 어떻게 해석되고 경험되는가? 이 글은 오랫동안 일본의 지역사회에서 실천되어 왔던‘다문화공생’이념이 정부에 의해 정책적·정치적 모델로 재개념화되어 지역으로 다시 확산되는 과정에 주목한다. 일본 정부에 의해 제시된 다문화공생정책은 기존의 지역에서의 국제화 담론의 연장선상에서 논의되어 왔다. 1980년대부터 타자로서의 외국을 다루는 방식으로서 정부에 의해 정치 개념화되면서 전국적인 단위에서적극적으로 홍보되며 대중적인 담론으로 자리 잡은‘국제화’그리고‘국제교류’는 지역사회에서 가시화되기 시작한 외국인들과의 문화적 차이를 인식하게 함으로써 현재 일본사회의 다문화공생정책 실행의 지역적 기반을 이루는 데 기여하였다. 그러나 사회 내에증가하는 인종적·민족적·문화적 다양성을 다루는 데 있어 다문화공생정책을 정부가이주정책으로서보다 국제화 정책의 일환으로서 인식하며 외국인들의 삶을‘문화화’하는기존의 국제교류의 방법론에 의존하고 있는 것은 한계로 지적될 수 있다. 연구자는 이미 지역의 생활자(주민)로서 이주노동자 혹은 외국인들에 접근해 왔던 지역의 다문화공생의 실천이 정부에 의한 정책적 용어로 재의미화됨으로써 일부 지역 주민들에게는 다문화공생의 실천적 의미보다는‘무거운’정치적 용어로 등장하게 되었음을 강조할 것이다.

영어초록

This paper examines how the Japanese multicultural policy, which wasreconceptualized from the local versions of multicultural practices, has beenexperienced and interpreted by local people since the official launch of the“Multicultural Coexistence Plan”(hereafter MCP) in 2006. The concept ofmulticultural coexistence has initially been developed and practiced by grassrootsorganizations, civil society actors and neighboring residents as well as the municipalgovernments in the local Japanese contexts since the 1980s.
This article argues that the Japanese government has deployed MCP as anadministrative policy relying on the rhetoric of kokusaika (Internationalization) andglobalization in the current local context. Kokusaika has had a significant impact as apolitical concept for more than a score year since the Nakasone cabinet made it theofficial policy in the 1980s. Despite the current decline, the discourse of kokusaikahas highly been prominent in the public sphere.
By drawing examples from three different cities in Osaka prefecture, I will showthat the MCP projects present different appearances on a wide spectrum in local communities, for example, varying from an international exchange type to amulticultural type. MCP is accepted by local residents in different ways: some stillunderstand cultural differences between mainstream Japanese and foreign nationalsthrough the existing cultural exchange events; others try to reestablish practical waysof making their relationship with foreign people as regional neighbors. Meanwhile,local people recognize MCP as a politicized slogan imposed by the government todeal with otherness within the society.
To establish MCP, the central government mobilizes the established neighborhoodInternational Exchange Associations (kokusai koryu kyokai) which have played anactive role in the promulgation of kokusaika policy at the frontier from the beginning. On the one hand, the habituated modes of access to the foreign residents and theirculture by the international cultural exchange programs of MCP make it possible forJapanese to acclimatize to having foreign residents in their neighborhoods. But on theother, it precludes any broader discussions in the public sphere on ideological andpractical virtue of MCP—by merely building relationships with foreign residentsbased on a cultural difference and its consumption through cultural events.
