중국 인공지능의 국가적 수용과 그 의미: 2015-2017 국가 공문 분석을 중심으로 (National Acceptance through Chinese Document Policy on Artificial Intelligence & Its Implications)

초록

본고는 2015년에서 2017년에 발표한 중국 국무원의 공식 문건에 대한 분석을 통해 인공지능의 위상과 그 의미의 변화를 추적하여 고찰하는 것을 목적으로 삼았다. 2015년과 2016년 사이에 인공지능의 역할과 그 위상은 경제 혁신의 담론에서 머물러 있었다면, 2017년에 인공지능은 대외적으로 국가경쟁력의 제고 및 안보, 대내적으로 공공서비스, 치안과 안전 등 국가가 국민에게 제공하는 거의 모든 역할을 개입할 수 있는 전방위적인 수단으로 변모하는 것을 관찰할 수 있었다. 인공지능은 중국이 제시하는 국가발전의 비전과 결합해 의미가 부여되었다. 2015년과 2016년에는 뉴노멀에 놓여있다는 중국 경제의 흐름에서 인공지능은 대내적으로 내수 경제를 활성화하고, 대외적으로 국가경쟁력을 제고하는 견인장치로서 요청되었다. 2017년의 「차세대 인공지능 발전 규획」에서부터 사회복지 및 국가 대내외 치안과 안보 등 두 가지 차원에서 인공지능의 의미가 새롭게 부여되었다. 중국은 2020년을 ‘전면적 소강사회(小康社會, 복지형 사회)’를 완성하는 시기이자, 과학기술을 자주적으로 혁신하여 산업 경쟁력을 강화하는 혁신형(創新型) 국가에 진입하는 시기로 삼고 있다. 즉 자주적으로 개발한 인공지능 기술을 통해 산업 혁신을 꾀하여 국가경쟁력을 제고한다는 것이다. 한편 소강사회를 진입하는 데 인공지능에 그 역할을 부여하는데, 인공지능은 교통ㆍ치안ㆍ의료ㆍ양로 등 각종 사회 공적서비스 등을 시행하는 데 그 사회적 비용을 줄이고, 효율성을 높이며, 재화나 에너지(전기, 시간, 공간 등) 분배를 최적화할 수 있는 기술로 간주되고 있다. 또 대내외적으로 국가안보 및 치안을 유지하는 데 유용한 도구로 사용될 수 있다. 그러나 인공지능은 에너지의 효율적 사용과 최적화된 분배라는 순기능과 국민 개개인을 감시하는 도구로 전락할 수 있는 역기능 사이에 양면성을 내포하고 있는 것도 간과할 수 없는 사실이다. 한편 본고는 인공지능이란 키워드가 국가의 중요한 의제로 부상하고, 국가 ‘문건’에 진입하는 과정에 리옌훙이나 마화텅과 같은 유명 기업가이자 정치적 직위를 가진 이들이 상당한 영향력을 끼침을 확인할 수 있었다. 그와 더불어 「국가 혁신추진 발전전략 강요」 등의 국가 비전을 제시하는 공식문건에서도 기업가의 사회적 역할이나 그 정신을 중시하기 시작하였음을 발견할 수 있었다.

영어초록

The purpose of this paper is to analyze the official documents of the Chinese State Council from 2015 to 2017 and to trace the changes in the status and meaning of artificial intelligence. Between 2015 and 2016, while the role of artificial intelligence and its status had stayed in the discourse of economic innovation, in 2017, artificial intelligence grew to a level that it enhanced national competitiveness and security, domestic public services, security and safety, as a whole-way means to intervene in almost every role that it could provide. Artificial intelligence has been given meaning in combination with China's vision of national development. In the course of the Chinese economy, which is located in the New Normal in 2015 and 2016, artificial intelligence has been requested as a traction device to revitalize the domestic economy internally and to enhance the national competitiveness externally. And then from the "Next Generation Artificial Intelligence Development Plan" in 2017, the meaning of artificial intelligence has been newly given in two dimensions: social welfare, national safety, and security.
China regards 2020 's as a time to complete total social society and to enter into an innovative country that will innovate science and technology independently to strengthen industrial competitiveness. In other words, it aims to enhance the national competitiveness through the industrial innovation by the independent artificial intelligence technology. In addition, artificial intelligence has a role to play in entering the society, while artificial intelligence is used to reduce social costs, improve efficiency, and improve the quality of goods, such as transportation, security, medical care, ana energy(electricity, time, space, etc.) distribution. It can also be used as a useful tool to maintain national security and security both inside and outside the country. However, it can not be overlooked that artificial intelligence has a double-faced relationship between the efficient use of energy, the optimal function of distribution of energy, and the dys-functional ability to become a tool to monitor individual people.
In the meantime, I can confirm that the key words of artificial intelligence emerged as an important agenda of the nation, and that famous entrepreneurs such as Li Yanhong and Ma Hua Tong and political leaders had a considerable influence in entering the national "document". In addition to these facts, we found that the official documents that present the national vision of "pushing the strategy of national innovation promotion and development" began to give importance to the social role and spirit of the entrepreneur.
