미셸 푸코의 파놉티시즘에서 인식, 권력, 윤리의 관계 (The Relation between Knowledge, Power, and Ethics in Michel Foucault’s Panopticism)

초록

푸코는 벤담이 기획한 가장 효과적인 감시 체계인 ‘파놉티콘’을 분석해서 서양의 ‘근대성(modernité)’ 이념이 시각중심주의 인식론임을 밝혔다. ‘근대성’ 이념에 근거한 근대과학은 대상을 공간화하고 시각화하는 것이 곧 인식이라고 규정했는데, 그 이유는 이렇게 인식하면 대상을 가장 쉽게 통제할 수 있기 때문이다.
푸코는 근대 인식론이 생물학적 필요의 차원에서 출발해서 다른 시민을 감시하는 사회정치적 권력의 차원으로 확장된다는 사실을 ‘생체권력(biopouvoir)’이라고 개념화했다. 인식(지식)과 권력(힘)은 불가분의 필연적 관계에 있으며, 하나가 다른 하나를 정당화하는 순환적인 관계에 있다. 그래서 푸코는 전통적인 인식론의 문제에서 사회정치철학의 문제를 봤고, 반대로 전형적인 사회정치철학의 문제에서 인식론의 문제를 봤다.
그런데 푸코는 거대한 이론적 담론을 수립해서 자신의 인식론을 정당화했던 칸트의 선험적 인식론을 거부했다. 푸코의 인식론은 근대적 감옥이 형성되는 역사적 사례를 미시적으로 분석했다는 점에서 ‘역사적 인식론(épistémologie historique)’이라고 정의될 수 있다.
데카르트에서 기원한 근대 시각중심주의 인식론은 개인의 윤리도 수립했다. 푸코에 따르면 개인의 윤리란 타인이 나를 보고 있다는 사실을 내재화한 결과이다. 푸코는 서양의 근대성이 내재화된 자기통제적 권력의 형태로 작동하고 있음을 지적하며, 이렇게 동시에 인식론적이고 사회정치적이며 윤리적인 상황을 총체적으로 ‘파놉티시즘(panopticisme)’이라고 정의했다. 파놉티시즘은 역사적으로 의학과 의료 분야에서 가장 극명하게 실현됐다. 푸코가 명시적으로 논증한 인식(지식)-권력(힘)-윤리(도덕)의 불가분한 관계는 오늘날에도 여전히 유효하고 중요하다.

영어초록

Michel Foucault(1926-1984) analyzed ‘panopticon’ - the most effective surveillance system elaborated by Jeremy Bentham(1748-1832) - in order to claim that western ‘modernity (modernité)’ is not different from ocularcentric epistemology. Based on the idea of modernity, modern science identified spatialization and visualization of an object with correct understanding of it, for the reason that we can most easily control an object if we know it in this manner.
Actually, modern epistemology was first developed to meet our biological needs and then extended into sociopolitical power to keep a close watch on our fellow citizens. This is what Foucault conceptualized as ‘biopower (biopouvoir).’ He argued that knowledge and power are inextricably linked and they are in the circular relation of one justifying the other. Accordingly, sociopolitical problems are revealed in the problems traditionally regarded as epistemological; on the contrary, epistemological problems are found in the archetype of sociopolitical problems.
However, Foucault openly repudiated Immanuel Kant(1724-1804) who has built an enormous theoretical discourse in an attempt to insist on the transcendental epistemology. In comparison, Foucault microscopically analyzed a concrete historical example - the birth of the prison - to maintain his own epistemological position, and in this sense his epistemology can be defined as ‘historical epistemology(épistémologie historique).’Furthermore, modern ocularcentric epistemology originated from René Descartes(1596-1650) also established the ethics of individuals. According to Foucault, modern individual ethics results from internalizing the fact that others are constantly watching me. He then pointed out that western modernity operates in the form of internalized self-regulating power. This epistemo-sociopolitico-ethical situation in general is characterized as ‘panopticism(panopticisme).’ Historically speaking, panopticism was most strikingly realized in the field of medicine and health care.
In conclusion, the intimate relation between knowledge, power, and ethics decisively demonstrated by Foucault remains as valid and important as ever.
