초록

해방 후 한국의 토지개혁 논의에는 ‘후속조치’ 문제가 포함되어 있었다. 미군정은 농업금융과 농촌지도를 축으로 후속조치 제도를 구상했고, 과도입법의원 산업노농위는 농업협동조합을 후속조치의 주체로 제도화하려 했다. 양측 모두 농업협동조합을 중시했지만, 그 성격에 대한 견해는 달랐다.
정부 수립 후 농림부의 구상은 후자의 연장선상에 있었다. 농지개혁 후속조치의 방향을 생산협동체로, 그 주체를 농업협동조합으로 설정하였다. 농림부는 생산지도와 금융사업 및 경제사업을 종합적으로 하며 부락에서 군조합과 중앙회에 이르기까지 행정구역에 따른 계통체계를 갖춘 농업협동조합을 구상하였다. 전시통제경제 유산과의 연속성이었다. 하지만 동시에 그들은 조합이 조합원들에 의해 독립적으로 운영될 수 있도록 임원 선임 등에서 민주화를 꾀하였다. 전시통제경제 유산과의 단절성이었다. 이러한 연속성과 단절성의 교차점에 두 갈래 길이 놓여 있었다. ‘국가의 농민 동원 조직’으로 가는 길과 ‘농민의 자주적 협동조합’으로 가는 길이었다. 이러한 구상은 미국 측의 접근 방식과 출발점부터달랐다. 하지만 일본 농협법 제정 과정에서 짐작할 수 있듯, 조합의 민주적·독립적 운영 원칙이 견지된다면 다른 사항은 미국 측에게도 타협이 가능한 문제였던 것 같다.
농림부 구상을 가로막은 것은 재무부였다. 존립의 위협을 느낀 금융조합은 조직 보존 시도에 나섰고, 이를 관리하던 재무부 역시 농림부 구상에 제동을 걸었다. 공업 주도 성장론을 견지하던 그들은 농림부의 생산협동체 지향에 동의하지 않았고, 농업 부문의 구조 개선 같은 문제를 도외시했다.

After Korea’s liberation, discussions on land reform grappled with the issue of follow-up measures. The U.S. military government designed a system centered on agricultural finance and rural extension, while the Industrial, Agricultural, and Labor Committee of the Transitional Legislative Assembly sought to institutionalize agricultural cooperatives as the primary institutions tasked with their implementation. Although both sides emphasized the importance of agricultural cooperatives, they differed in their views on the cooperatives’ fundamental nature.
After the establishment of the government, the Ministry of Agriculture and Forestry (MAF) carried forward the latter approach. It envisioned production cooperatives as the cornerstone of the follow-up measures and sought to realize this vision through agricultural cooperatives. The MAF planned an agricultural cooperative system that would comprehensively integrate production guidance, financial services, and economic activities, organized hierarchically according to administrative districts—from village-level cooperatives to county cooperatives and a central federation. This plan reflected continuity with the wartime controlled economy. At the same time, however, the ministry aimed to democratize the selection of cooperative leadership, ensuring that cooperatives would be managed independently by their members—signaling a departure from the wartime economic system.
At this juncture of continuity and discontinuity, two distinct paths emerged: one toward a “state-led organization mobilizing farmers”, and another toward “farmer-led autonomous cooperatives”. This vision was markedly different from the American approach. However, as evidenced in the enactment of Japan’s Agricultural Cooperatives Act, it appears that as long as the principle of democratic and independent operation was upheld, other issues remained negotiable with the U.S. side.
Ultimately, the biggest obstacle to the MAF’s vision was the Ministry of Finance. Financial Association, fearing for their survival, sought to preserve their institutional structure, and the Ministry of Finance, which oversaw them, also hindered the MAF’s vision. Committed to an industry-first growth strategy, the ministry opposed the MAF’s push for production cooperatives and largely disregarded concerns about structural improvements in the agricultural sector.
