초록

제1차대전이 발생하기 수년 전 개최된 1907년 헤이그 2차 평화회의는 대립이 심한 유럽 열강의 각축장이 되었다. 회의에서 독일이 엄격하게 무력축소를 반대하고 나섰고 이에 영국이 강력히 항의하였다. 이 같은 독일의 태도는 영국 제국주의자들을 아주 기쁘게 하였다. 반 독일 선전의 근거가 되고 해군을 발전시키고 세금을 더 받는 구실을 해주었기 때문이다.
러･일전쟁 때문에 러시아는 약화되고 국제무대에서 영향력을 많이 상실하였다. 모든 열강이 평화회의에 참석한 기본적인 이유는 무기가 새로운 개발단계에 이르렀고 전쟁조건이 많이 변함에 따라서 전쟁과 관련해 새로운 규칙과 법이 필요하다는데 동의했기 때문이었다. 인민의 지지를 얻으려는 선전적인 성과도 있었다.
군국주의 노선을 추구한 열강 정부를 위한 헤이그 평화회의는 음모였다는 주장에 동의할 수 밖에 없다. 하지만 무력축소는 일반 세계인민들에게는 그 회의가 평화의 메시지를 준 희망의 회의였다고 볼 수 있다. 두 번에 걸친 헤이그 회의는 근대적 국제체제의 성립과 국제기구의 필요성을 확인한 계기가 되었고 평화를 요망하는 인민의 힘을 보이고, 평화주의 세력을 동원하고 뭉치는데 큰 역할을 하였다. 헤이그 회의는 전 평화애호 인민의 관심 대상이었으며 진보언론의 주목을 받았다.
헤이그특사에 대하여 일부 학자는 광무황제가 유치한 행동을 했다고 하나 필자는 이 의견에 동의하지 않는다. 광무황제가 사절을 파견하지 않았더라도 일본이 불법으로 보호조약을 체결하였으므로 폐위는 일본이 벌써 예정한 것이었다고 믿어지기 때문이다. 주권을 잃은 광무황제가 가만히 있지 않고 국제회의에 호소하려고 한 것은 당시 상황으로 보아 유일한 방법이었다. 전 세계가 관심을 보이고 각국 언론과 사회단체가 모인 헤이그 평화회의는 일본의 만행을 폭로하는데 가장 알맞은 무대였다. 따라서 광무황제가 헤이그회의에 파견한 사절은 일본이 말하는 보호조약은 불법이며 주권을 약탈당했다는 사실을 전 세계에 알려 평화애호 인민의 이해와 동정심을 사게 한 큰 사건이었다.

영어초록

The second Hague Conference which was held in 1907, a few years before World WarⅠ became the arena of the struggle among the World Powers in Europe which were seriously antagonistic to each other. At the Conference Germany stood against the reduction of military power and the United Kingdom strongly raised an objection against this. However, such a German attitude made English imperialists very happy because it provided a basis for anti-German advertisement and a pretext for developing the English navy and collecting higher taxes.
Russia weakened and lost lots of its influence on the international stage due to its defeat at the Russo-Japanese War. The basic reason why all the world powers had attended the Peace Conference was, it seems, as follows; They agreed that it was necessary to establish a new rule and regulation in connection with a war as the new weapons were on the development stage and the condition of a war changed largely. And also there was a propagandistic reason to get support from their people.
We can not but agree that the Conference was a plot for the World Powers that pursued a militarism line. However, as the reduction of military power gave the citizens of the world a message of peace, the Conference can be said to be hopeful one. The Hague Peace Conference which was held two times paved the way for the verification of the establishment of a modern international system and the necessity of an international body. Also it showed the power of the people who desired peace and it played a crucial role in the mobilization and unification of the power of pacifism. The Hague Peace Conference was a closely watched by the pacifists in the world and came into the spotlight of the progressive press.
Finally several scholars said that the Emperor Gwangmoo conducted himself childishly, however, I do not agree with them. Even if the Emperor Gwangmoo had not sent the secret envoy to The Hague Peace Conference, I believe, his abdication was prearranged by Japan because Japan had concluded a protectorate treaty with Korea in 1905.
The emperor who had lost sovereignty didn't stand still and tried to appeal to international society. His action was only the wayat that situation. The Hague Peace Conference where the whole world was interested and the organs of public opinion and groups of all countries of the world gathered was the most suitable stage to disclose the Japanese act of brutality. As the envoy who was dispatched to The Hague by the Emperor Gwangmoo let the whole world know that the protectorate treaty between Korean and Japan was illegal and Japan plundered Korea's sovereignty, they could get the pacifists' understanding and sympathy.
