초고령사회의 고령임차인 주거문제와 일본의 주택세이프티넷제도에 관한 연구 (A study of housing issues for the aged lessees in the era of a super-aged society and the Japanese housing safety net system)

초록

본 연구는 초고령사회에 있는 일본의 고령임차인 주거문제를 분석하고 이에 대응하는 주택세이프티넷제도와 그 성과를 분석하고 있다. 이와 같은 분석은 2026년에 초고령사회에 진입할 것으로 예측되고 있는 한국의 고령자 주거정책에도 시사하는 바가 클 것으로 판단된다. 본 연구의 분석결과를 정리해 보면 다음과 같은 5가지 결론을 얻을 수 있었다. 첫째, 초고령사회의 고령자 주거문제는 그 이전 단계였던 고령사회의 고령자 주거문제와 크게 다르며 임대주택수요의 상당 부분을 고령자가 차지하면서 고령임차인에 대한 기피현상이 발생하는 것으로 나타났다. 그 원인으로는 고독사와 임대료 체납문제, 임대료 채무보증료 부담 문제 등과 같이 고령자에게 나타날 수 있는 특성과 관련된 문제가 주된 원인인 것을 확인할 수 있었다. 둘째, 고령자 주거문제에 효과적으로 대응하기 위해서는 지방자치단체의 노력만으로는 지방재정 여건상 한계가 있다. 따라서 중앙정부의 교부금을 통한 보조가 수반될 필요가 있다. 이 과정에서 중앙정부는 고령임차인의 주거안전망에 대한 가이드라인을 제공하고 지방자치단체가 해당지역의 임대주택시장을 고려해 적합한 정책을 수립할 수 있도록 할 필요가 있다는 결론을 얻었다. 셋째, 고령임차인에 대한 주거안전망을 구축하기 위해서는 고령자뿐만이 아니라 임대인에 대한 지원도 병행되어야 하며 이를 위해 거주지원협의회와 거주지원법인과 같은 민관협력단체와 민간단체를 활성화하는 것이 중요하다는 결론을 얻었다. 넷째, 지방자치단체의 탄력적인 고령자 주거안전망운영이 매우 중요하다는 결과를 확인할 수 있었다. 즉, 주거안전망도 지역임대주택시장의 범주에서 이해하고 접근해 갈 필요가 있다는 결론을 얻었다. 다섯째, 고령자의 신체적 특성상 이동이 용이하지 않으므로 고령자 입거에 제한이 없는 임대주택을 용이하게 탐색해 입주신청까지 가능하도록 온라인정보시스템을 구축하는 것이 중요하다는 결론을 얻었다.

영어초록

This research offers an analysis of the housing issues for Japanese aged lessees in the era of a super-aged society and the performance of the housing safety net system that was put in place to deal with such issues. This analysis is expected to have profound implications on the housing policy for the aged lessees in Korea that will need to be implemented in the era of the super-aged society that will come about by 2026. The analysis of this study resulted in the following conclusions.
Firstly, the housing issue for the aged in the era of a super-aged society is greatly different from that in the aged society preceding the super-aged one. As most of the rental housing is occupied by the aged lessees, they have been unwelcomed in the rental housing market. The main reasons for this include such problems as solitary death, failure to pay the rent and the debt-guarantee fee for the rent, all of which are linked to issues likely to occur in relation to the aged. Secondly, effectively dealing with the issues requires more than the efforts of a local government that is usually faced with tight financial constraints. This is where a subsidy by the central government is needed, and the central government has to offer a guideline on the housing safety net for the aged lessees and help local governments to make appropriate policy decisions in consideration of the rental housing market in a particular area. Thirdly, the lessors, as well as the lessees, should be supported to establish a housing safety net for the aged. To this end, it is important to promote public-private partnerships and private organizations such as housing support councils and a corporate body for housing support. Fourthly, the analysis highlighted the importance of a flexible housing safety net for the aged that is operated by the local government. In short, it is necessary to understand and approach the housing safety net issue in terms of a local rental housing market. Finally, it is thus crucial to set up online information systems which will help the aged to search for proper rental housing and enable them to make an application for moving in, as they find it physically challenging to move around in search of suitable accommodation.
