위계와 공간을 넘어: 한국 가톨릭 이주사목의 의의와 전망 (Beyond Hierarchical Discrimination and Spatial Marginalization: On the Pastoral Ministry of the Korean Catholic Church for Migrants)

초록

우리는 어떻게 이방인을 동행할 것인가? 한국 가톨릭 교회는 국내 이주 노동자를 어떻게 우리의 형제자매로 환대할 것인가? 본고는 이 두 질문에 집중하며 그에 대한 답변을 한국 가톨릭 교회의 이주사목 활동의 과거와 현재, 그리고 미래적 실천 방향과 비전에서 찾아보고자 한다.
본고에서 핵심 개념이자 핵심 이미지로 사용되는 용어는 ‘그 밖’이라는 일상어이다. ‘나머지의’, ‘그 외의 다른’이라는 의미의 이 일상어는 명확한 기준과 범위, 그리고 한도 ‘너머’의 것을 암시하는 동시에, 그 ‘너머’의 것의 상대적 열등성과 하위성을 내포한다. 이 용어는 분리와 경계에 대한 개념을 제시하는 동시에, 안과 밖의 경계가 붕괴되고 극복되는 방식 역시 공간 이미지로 제시하며 논의의 확장을 견인할 것이다.
논의는 첫째, ‘그 밖’이라는 용어가 갖는 공간적·인종적·민족적·문화적·사회적·계급적 함의를 변주하며 우리 사회 속 이주 노동자에 대한 사회적 구별과 차별, 공간적 분리와 조직적 배제를 짚어본 후 법령으로 확장, 우리의 법 테두리 안에서 이들 이주 노동자에 대한 구별과 차별의 합법화 양상을 살펴본다. 둘째, 구별과 차별 중지에 대한 당위는 한국 가톨릭 교회의 이주 노동자에 대한 이해와 사목에 대한 논의로 이어져, 가톨릭 정신의 실천 속에서 구별과 차별의 중지 가능성과 방안을 모색한다. 그리고 이 모색 속에 동반의 사목이 제안된다.
본고는 우리 땅의 250만 명의 국내유입 이주자를 시대의 표징으로 독해하는 한국 가톨릭 이주사목이 기꺼이 실천해야 할 사목으로 동행의 사목을 제안한다. 동행의 사목은 이 땅 위에 펼쳐질 하느님의 법을 구체적 가능태로 제시하는 동시에, ‘안’과 ‘밖’이라는 차별적이며 분리적 기준에 의하여 인간을 규범화하려는 인간의 법이 궁극적으로 무엇에 의하여 어떻게 중지될 수 있으며, 왜 중지되어야만 하는지 제시한다.

영어초록

How can we accompany aliens? How can the Korean Catholic Church welcome migrant workers as our brothers and sisters? This paper, in order to answer these two questions, investigates the past, present and future activities for migrant workers of the Pastoral Ministry of the Korean Catholic Church.
This paper particularly gives attention to the daily language, ‘the other’, which categorizes migrant workers as such. In the Korean context, ‘the other’, which, as in ‘one/the other’, indicates social differentiation and discrimination and implies spatial segregation and systematic exclusion as in ‘in/out or interior/exterior’. The word which means ‘the rest’ and ‘the different’, implies a clear standard and boundary, and something ‘beyond’ the limit while at the same time suggesting the relative inferiority and inferiority of the ‘beyond’. ‘The other’ suggests the concepts of separation and boundary and presents the image of space as a way of breaking down the boundary between the in and the out and surpassing the boundary in order to deepen the discussion.
Firstly, this paper examines the spatial, racial, ethnic, cultural, social, and class implications, points out social differentiation and discrimination, spatial separation and organizational exclusion against migrant workers in our society, and then reviews civil laws by examining how within the boundary of our laws the differentiation and discrimination against these migrant workers are legitimised. Secondly, the rationale for termination of differentiation and discrimination leads to discussions on the understanding and the pastoral care of migrant workers by the Korean Catholic Church. This paper seeks the possibility and plan to stop differentiation and discrimination in the good spirit of Catholicism. With this rationale, this paper proposes ministry of accompaniment.
This paper proposes ministry of accompaniment that the Migrant ministry of the Korean Catholic Church should put into practice while considering the 2.5 million migrants of our land as signs of the times. The ministry of accompaniment presents God’s law on this earth as a concrete possibility, and at the same time how, by what and why human law that tries to standardise mankind by discriminatory and separate standards of the in and the out can ultimately be stopped.
