보수의 한계와 책임 그리고 메타윤리 탐색 (The Limitations and Responsibilities of Korean Conservatism, and the Search for Its Meta-Ethics)

초록

본 연구는 보수주의의 기원과 한국 보수주의의 전개 과정에 대한 고찰을 통해 한국 보수 세력의 한계와 책임을 밝히고, 또한 한국 보수주의의 생존을 위한 대안 전략으로 보수의 혁신과 메타윤리 탐색에 대해 살펴보기 위한 것이다. 한국의 보수주의는 오랫동안 기득권 고수와 권력투쟁을 위한 이념적 도구로서 작동해 온데다가 외세 의존적이고 반공주의적인 성격으로 인해 이념적 체계화를 도모할 수 있는 정치철학적 토양이 마련되지 못했고 또 그 이념적 뿌리에 대한 주체적인 탐색 없이 박제화된 자유민주주의 및 시장경제를 표방하는 수준에 그쳤다. 보수가 뿌리 없는 보수로서의 한계를 극복하고 지속가능한 복지와 한반도 평화통일의 시대적 과제를 달성하려면 ‘역사적 현재’에 대한 철저한 이해와 더불어 시대적 요구에 부응하는 책임을 다하기 위해 다음 몇 가지를 혁신해야 한다. 즉, 보수주의의 메타윤리 탐색, 정치의 과학화, 노블레스 오블리주 의식의 함양, 반도식민사관으로부터의 탈피 등이다.
보수주의의 메타윤리 탐색은 ‘뿌리 있는 보수주의’의 모색이며, ‘국가의 영(靈)을 탐색하는’ 작업이다. 이는 보수주의의 정체성을 확립하고, 진보와의 생산적인 담론 경쟁을 통하여 정책적 시너지효과를 제고하며, 나아가 한반도 전체의 민족주의와 결합하기 위한 필수조건이다. 그러한 메타윤리의 사상적 기반은 우리 고유의 ‘한’사상과 동학사상에서 찾을 수 있다. 정치의 과학화란 정치의 경제적 기반이 과학에서 나오기 때문에 보수주의 정치의 외연을 과학으로까지 확대하는 것이다. 한국 정치의 과학화가 지체되고 있으니 새로운 과학기술이 나와도 정책적 적용이 이루어질 수가 없고 따라서 ‘과학기술 한류’의 출현이 지체되는 것이다. 노블레스 오블리주 의식의 함양은 보수의 끊임없는 자기성찰과 쇄신 및 공인의식의 확대를 통해 사회적 책임과 도덕적 의무를 다하는 것이다. 이는 오랜 적폐와 부조리를 뿌리 뽑아 시대적 요청에 부합하는 조화로운 정치력을 발휘하기 위해서도 필요한 것이다. 반도식민사관으로부터의 탈피는 원래 우리의 활동 무대가 반도가 아니라 대륙 전역에 걸쳐 있었음을 인지하고 한반도의 지정학적 및 지경학적 이점을 창조적으로 살리는 것이다. 그리하여 본격적인 아태시대를 맞이하여 능동적으로 참여하고 유라시아 경제권을 설계할 수 있는 창조적인 마인드를 갖는 것이다.

영어초록

This paper aims to elucidate the limitations and responsibilities of Korean conservative power through consideration of the origin of Conservatism and development process of Korean Conservatism, and also to illuminate in regard to conservative renovation and the search for meta-ethics as an alternative strategy for the survival of Korean Conservatism. Korean Conservatism has been functioning as an ideological tool for keeping up vested rights and for a power struggle for a long time, and besides due to its dependence on foreign power and anticommunistic character politico-philosophical soil could not get ready to be capable of seeking an ideological systematization, while claiming to stand for taxidermized liberal democracy and market economy without independent search for its ideological roots. In order to overcome the limitations as non-rooted conservatives and to attain a sustainable welfare and a peaceful unification of the Korean peninsula which are the decisive tasks of our time, Korean conservatives should be able to renovate following some things to fulfill responsibilities which meet the demands of the times, along with a thorough understanding of ’historical present’. That is to say, the search for meta-ethics of Korean Conservatism, scientification of politics, cultivation of the ethics of noblesse oblige, a breakaway from the colonial view of history confined to the peninsula, etc.
The search for meta-ethics of Korean Conservatism is the search for a deep-rooted Conservatism and is ‘a national soul-searching’ task. This establishes the identity of Conservatism, raises a synergy effect of policy through productive discourse competition with progressivism, and furthermore is the essential condition for combining with nationalism overall the Korean Peninsula. The base of thought of such meta-ethics could be found in our indigenous ‘Han’ thought and Donghak thought. The scientification of politics is that the denotation of conservative politics comes to be extended further to science on the ground that the economic basis of politics comes out of science. Since the scientification of Korean politics has been delayed, policy application also has not been properly made. For that reason the emergence of ‘the Korean wave of technology’ cannot help being delayed. To cultivate the ethics of noblesse oblige is to discharge social responsibilities and moral duties through unceasing introspection and renovation of conservatives and their expansion of the ethics of public figures. These are essential for displaying harmonious political power which satisfies the demands of the times by eradicating accumulated evils and irrationality. A breakaway from the colonial view of history confined to the peninsula is to recognize that our original field of activity was not the peninsula but overall the continent, and is to revive creatively geopolitical and geoeconomic advantages. And thus with the advent of the Asia-Pacific era in earnest, that is to participate actively and to have the creative mind capable of designing Eurasian Economic Sphere.
