지방정부의 연합정치 활성화를 위한 합의제 기관구성 도입방향 : 경기도 사례를 중심으로 (A Study on the Alternative of introducing the Constitution of Win-win System for revitalizing Coalition Politics in Local Government - Centered on Gyeonggi Provincial Government)

초록

우리나라 정부의 구성형태인 승자독식의 독임제 기관구성은 민주주의 성숙과 지식정보화 시대의 도래에 따라, 제왕적 대통령제 혹은 제왕적 지자체장이라는 비판에 직면하고 있다. 이제 우리나라의 지방자치단체에서는 연합정치의 필요성이 증대되고 있고, 합의제 기관구성 제도를 도입할 필요성이 증가하고 있다. 이에 따라, 본 연구에서는 경기도의 연합정치를 분석하여 평가하고, 연합정치를 활성화하기 위하여 합의제 기관구성 도입방향을 제시하는 것을 연구목표로 설정하였다. 연구목표 달성을 위해 각종 문헌자료와 경기도의 사례연구를 통해, 연합정치의 실태와 문제점을 진단하고, 연합정치의 활성화를 위해 합의제 기관구성의 도입방향을 제시하고자 하였다.
연구의 주요내용을 살펴보면, 우선 이론적인 측면에서 연합정치의 개념 및 유형, 연합정치의 기반으로서 합의제 기관구성을 검토하였다. 둘째, 연합정치와 합의제 기관구성에 대한 이론적 검토와 선행연구를 참조하여 본 연구의 분석들을 설정하였다. 셋째, 분석틀을 토대로 경기도 연합정치의 핵심골자인 정책연합과 정부연합의 추진상황, 주요 성과와 한계를 분석하고 평가하였다. 이를 토대로 합의적 정책결정과 권력의 공유와 분산을 위한 합의제 기관구성의 도입방향을 제안하였다.

영어초록

The constitution of win-win system, which is the constitution of the government of Korea, faces the criticism that it is the lmperial presidency or the head of local government according to the democratization maturity and the age of knowledge information. Now, the local governments in Korea are increasingly in need of coalition politics, and the need to adopt a consensus system institution is increasing. Accordingly, The purpose of this study is to analyze and evaluate the coalition politics of Gyeonggi - do, and to suggest the direction of the establishment of the consensus - making agency to revitalize coalition politics. In order to accomplish the research goal, I tried to present the direction of the consensus-building organization for the activation of the coalition politics by diagnosing the actual situation and problems of the coalition politics through various literature documents and case studies of Gyeonggi Province.
The main contents of the study are as follows: First, the concept and type of coalition politics in the theoretical aspect. Second, we set up the analysis framework of this study with reference to the theoretical review and the previous research on the composition of the coalition government and the consensus system. Third, based on the analysis framework, we analyze and evaluate the progress and major achievements and limitations of the policy coalition and the government coalition, which are key components of Gyeonggi - Do coalition politics. Based on this, I proposed the direction of the consensus - based institutional structure for consensual policy making and sharing and dispersion of power.
