초록

반민특위 경기도 조사부는 경기지역의 친일파를 취급하기 위해 설치되었고, 산하에 도조사부 가운데 유일하게 인천지부가 설치되었다. 두 기관은 지역의 대표적인 친일파를 체포하면서 활동을 시작하고, 독립운동을 탄압한 경찰을 집중적으로 취급하였다. 이후 경기도 조사부는 친일파의 예비조사에 주력했고, 인천지부는 친일파를 적극적으로 체포하는 방향으로 활동하였다.
경기도 조사부는 1949년 6월 6일 반민특위 피습사건으로 책임자의 구금, 사무실의 일시적인 폐쇄, 특경대가 해체되고, 인천지부도 특경대가 해체되어 활동에 큰 타격을 받았다. 7월 공소시효를 단축하는 내용으로 반민족행위처벌법이 개정된 후 친일파를 소환 조사하는 방식으로 활동하였다. 경기도 조사부는 경기 출신과 경기 지역에 거주하는 당연범이 많아 이들을 집중적으로 취급하였고, 그 결과 도조사부 가운데 가장 많은 당연범을 취급하였다.
경기도 조사부가 취급한 친일파는 활동 초기에 비해 공소시효 만료를 앞둔 시기로 갈수록 처벌 수준이 가벼웠다. 이승만 정권과 친일 세력의 방해, 반민족행위처벌법의 개정 등으로 반민특위의 활동이 사실상 종료되고, 이로 인해 친일파 처벌에 대한 사회 분위기가 약화되어 갔기 때문이었다. 그 결과 경기도 조사부가 취급한 친일파는 처벌받기는커녕 면죄부를 부여받고 기득권을 유지하며 정치․경제․종교계․교육계 등 사회 각 분야에 진출하여 지역 유지로서 활동하였다.

영어초록

The Special Investigation Committee of Anti-national Activities[SICAA]   was established to punish the pro-Japanese and to establish a national memorial of the patriot, establish the national period, and establish the legitimacy of the government. SICAA was composed of Provincial Investigation Department, who deals with pro-Japanese prostitutes in central and local areas, which are widely known nationwide. The Incheon branch was established under the Gyeonggi Provincial Investigation Department[GPID]. GPID and the Incheon Branch started their activities by arresting representative local affairs of the region. The police then treated the independence movement intensively. After that, GPID focused on preliminary investigation of the pro-Japanese, but the Incheon branch actively arrested the pro-Japanese.
On June 6, 1949, GPID was affected as of the attack of SICAA office, temporary detention of the officer, temporary closure of the office, and dismantling of the special police force. Furthermore, in July, The Law on punishment of Anti-national Activity was amended to shorten the statute of limitations. After that, the direction of activity was greatly revised to finish the investigation of the former pro-Japanese and summarize the pro-Japanese. In particular, GPID handled these cases intensively because there were many despaires who came from Gyeonggi Province, and as a result, they were treated much more than Provincial Investigation Department.
The punishment of pro-Japanese handled by GPID were lighter as the expiration of the statute of limitations was approached compared to the initial period. It was because of the fact that the activities of SICAA were effectively ended by the obstruction of the Rhee administration and pro-Japanese forces and the amendment of The Law on punishment of Anti-national Activity, which weakened the social atmosphere of the pro-Japanese punishment. The pro- Japanese dealt with by GPID were not punished, but were granted indulgences, retained their vested rights, and advanced into various fields of society such as politics, economy, religion, and education.
