정부간 관계 연구경향 분석 및 향후 연구과제 -한국지방자치학회보 게재논문(1989-2017)을 중심으로- (Research Trends Analysis on Intergovernmental Relations(IGR) and Next Research Subject: Focused on the Articles Published in the Journal of Local Government Studies(1989-2017))

초록

본 연구는 한국지방자치학회 창립 30주년을 맞아 창간호(1989.12)부터 통권 100호(제29권 4호, 2017.12)까지 한국지방자치학회보에 게재된 총 998편의 논문 가운데 정부간 관계(IGR) 분야 95편을 ① 일반특성, ②연구주제, ③연구방향성, ④연구방법 등 4가지 기준으로 연구경향을 분석하였다. 첫째, 연구시기별로는 민선3기에 가장 많은 23편(24.2%)이 게재되었고, 민선5기, 지방자치도입기, 민선2기 순으로 빈도가 높았다. 둘째, 연구주제는 정부간 기능배분이 29편(30.5%)으로 가장 많았고, 외국사례, 이론모형, 정부간 협력, 정부간 갈등, 재정배분, 중앙통제·감사, 광역행정, 개별정책, 인사교류 순이었다.
셋째, 연구방향성은 수직적 관계가 78편(82.1%)으로 대부분을 차지하였고 수평적 관계는 15편(15.8%) 으로 나타났다. 넷째, 연구방법은 실증적 접근(59편, 62.1%)이 서술적 접근(36편, 37.9%)에 비해 빈도가높았다. 실증적 접근은 질적 연구(49.2%)와 양적 연구(45.8%)가 비슷한 분포를 보였다.
연구경향을 분석한 결과, 우리나라의 정부간 관계는 선행연구의 평가처럼 주로 대리인모형이나 계층제 거버넌스 수준에서 크게 벗어나지 못하고 있는 것으로 나타났다. 그러나 중앙과 지방의 관계를‘협력적 동반자 관계’로 규정한 지방자치법 전부개정, 인구절벽으로 가시화되고 있는 지방소멸시대, 통일에 대비한 지방행정체제 개편 요구, 4차 산업혁명과 신문명 시대의 도래 등 행정환경의 급격한 변화로 인해 정부간 관계에도 근본적인 변화가 예상되고 있다.

영어초록

This study provided a review of the literature published in the Journal of Local Government Studies. Out of 998 studies, the current research analyzed the research trends of IGR based on four criteria using a total of 95 IGR studies: (a) general characteristic, (b) research area, (c) research direction, and (d) research methodology.
First, the largest number of studies(23 studies, 24.2%) were published in the third local election, followed by the fifth local election, introduction stage of local autonomy, and the second local election. Second, the research area of IGR showed that the majority of the studies focused on intergovernmental function allocation, followed by foreign cases, theoretical model, intergovernmental corporation, intergovernmental conflict, financial distribution, central control and inspection, metropolitan administration, individual policy, and personnel exchange. Third, the research direction on IGR demonstrated that 78 studies(82.1%) focused on a horizontal relationship while there were 15 studies(15.8%) on a vertical relationship. Fourth, the studies using empirical approaches(59 studies, 62.1%) were more frequent than the studies using descriptive approaches(36 studies, 37.9%). The empirical studies showed a similar distribution of qualitative and quantitative studies.
The analysis of research trends showed that Korea’s intergovernmental relations were largely at agent model or hierarchical governance level, as the previous literature found.
However, fundamental changes are expected in the intergovernmental relations due to the rapid changes in the administrative environment such as (a) the entire revision of the Local Government Act, which defines the relationship between central and local government as a cooperative partnership relation, (b) visualization of an era of local extinction because of demographic cliff, (c) a demand for reorganization of local administration system in the preparation of reunification, and (d) the advent of the Fourth Industrial Revolution and the new era of civilization.
