해양환경정책 거버넌스 재정립 방안에 관한 연구 (Reestablishment of Marine Environmental Policy Goverance : Focused on the Function of the Ministry of Oceans and Fisheries)

초록

The purpose of this study is to explore the minimizing way of functional conflict in marine environmental policy among the government departments and to find a solution for functional enhancement of the Ministry of Oceans and Fisheries(MOF). For this purpose, this study suggests two kinds of solution, one is a building the cooperative and sustainable governance the other is a functional enhancement of the MOF, in order to enhance the efficiency of marine environmental policy. Most of all, the enactment of the Framework Act on Marine Environment is need in order to build a cooperative and sustainable marine environmental policy governance. Also, for a balance between development and protection of the marine environment, the MOF should endeavor to integrate the marine environmental policy among other government departments, including the Ministry of Environment, based on the establishment of cooperative relationships.
Second, the specialized functional enhancement of MOF should be needed in order to implement the effective marine environmental policy and enhance the marine environmental protection. In order to achieve this purpose, there is a need for 1) the strengthening status of Marine Environment Policy Bureau, 2) the enhancing of marine environmental policy evaluation and coordination functions through the fostering of common organizational culture and creating cooperation culture among different departments, 3) the gradual expansion of cooperative work among related departments. These efforts suggested that the MOF should be prepared the competencies for development, usage, and protection of marine space and marine environment and should promote the cooperating action with various departments, which are related to marine environmental policy.
