경기도 지방공기업의 재정건전성 진단 및 발전방안: 경기도시공사, 경기평택항만공사, 경기관광공사 등 3개 공사를 중심으로 (A Study on the Diagnosis and Development Plans of Local Public Enterprises With emphasis on local public enterprises of Gyeonggi Province)

초록

박근혜 정부의 공공기관 운영 정책은 비정상의 정상화로 요약될 수 있으며, 지방공기업의 정상화는 바로 재정건전성 확보라 할 수 있다. 안전행정부는 재정건전성 확보를 위해 연도별 부채절감 목표를 설정해 관리하고 있다. 그러나 부채는 공기업 운영의 특성상 필연적으로 발생되는 것으로서 자칫 부채비율만을 통제할 경우 재정건전성을 확보하지 못함과 더불어 공기업의 생존력을 저하 시킬 가능성이 있다.
이에 이 연구는 경기도가 설립한 3개 공기업을 대상으로 부채비율, 차입금의존도, 재정활동성, 재정수익성을 중심으로 재정건전성을 진단하였다. 진단결과 과도한 부채비율의 통제가 재정운영의 효율성을 저하시킬 수 있다는 실태를 발견하였다. 그럼에도 불구하고 지방공기업의 재정건전성은 반드시 확보되어야 한다. 이러한 맥락에서 이 연구에서는 재정건전성 확보를 위해 중앙-자치단체-지방공기업이 추진해야 할 사항을 다음과 같이 다섯 가지로 제시하였다.
첫째, 공기업 경영개선을 위한 대안중 하나인 부채비율의 설정 타당성 확보를 위한 연구가 우선 되어야 한다. 둘째, 포괄적 재정관리를 통해 경기도 전체의 재정건전성을 진단할 필요가 있다. 셋째, 공사의 재정 악화에 영향을 미친 요인에 대해 자치단체가가 전가한 부분이 있다면 반드시 책임을 지고 넷째, 사업 타당성에 대한 재검토를 통해 일몰제를 추진하고, 마지막으로 중장기 재정계획의 의무적 수립과 관리가 필요함을 제시하였다.

영어초록

The operation policy for public enterprises of Geun Hye Park's government can summarized as the normalization of abnormalities, and the normalization of local public enterprises can be said to be the securing of fiscal soundness. The Ministry of Security and Public Administration has set goals for the reduction of debts by year and has been working to achieve the goals. However, debts are to incur due to the characteristics of the operation of public enterprises, and so if only the debt ratio is controlled, the fiscal soundness of public enterprises cannot be secured so that it can hamper the survival power of public enterprises.
In consideration thereof, this study diagnosed the fiscal soundness of three public enterprises focusing on their debt ratio, dependence on loans, financial vitality, and financial profitability. As a result of the diagnosis, it was found that excessive control of debt ratio can hamper the efficiency of financial management. Nonetheless, the fiscal soundness of local public enterprises must be secured. In consideration of the finding, this study presents five suggestions that the central government - local government - local public enterprises should pursue so as to secure the fiscal soundness of public enterprises: First, studies on the feasibility of debt ratio, which is one of the management improvements of public enterprises should be made beforehand. Second, it is needed that the fiscal soundness of the entire Gyeonggi Province should be diagnosed through a comprehensive financial management. Third, the local government should take responsibility for any effect on financial deterioration of public enterprises if it has had. Fourth, a sunset system should be promoted through reviews of project feasibilities. Finally, medium- and long- term financial plans must be established and carried out.
