중국 웨강아오 대만구 발전 계획과 연계한 한․중 산업협력 혁신거점 육성 방안: 후이저우 한․중 산업단지를 중심으로 (Establishing a Korea-China Industrial Cooperation Innovation Hub Linked to the Guangdong-Hong Kong-Macao Greater Bay Area Development Plan : Focusing on the Korea-China (Huizhou) Industrial Park)

초록

본 연구의 목적은 한․중 산업협력의 구체적 실체로서 후이저우 한․중 산업단지의 혁신 거점화 방안을 모색하는 것이다. 이를 위해 본 연구는 한․중 산업단지의 법제적 기반인 한․중 FTA 관련 내용과 후이저우시가 포함된 웨강아오 대만구 발전 계획의 주요 특징을 살펴보았다. 그리고 후이저우 한․중 산업단지의 조성 현황과 개발육성전략에 대한 분석을 통해 후이저우 한․중 산업단지의 투자 진출환경을 살펴보았다. 이를 바탕으로 본문은 후이저우 한․중 산업단지의 혁신 거점화 방안을 다음과 같이 제시하였다. 첫째, 후이저우 한․중 산업단지와 웨강아오 대만구 발전 계획, 일대일로 등 중국 국가 전략과의 연계발전 방안을 모색하여 중국 국가 전략을 한국 산업경제발전의 기회 요인으로 활용해야 한다. 둘째, 후이저우 한․중 산업단지 개발육성정책과 연계하여 차세대정보기술, 첨단장비제조, 신소재 등 전략적 신흥산업과 문화 창의, 관광 레저, 헬스케어 등 현대서비스업 영역에서 중국과의 산업협력을 강화해야 한다. 더불어 한국 새만금 한․중 산업단지에도 이러한 업종에 대한 중국투자를 유치하여 호혜적인 발전이 가능하도록 해야 한다. 셋째, 후이저우 한․중 산업단지를 거점으로 창업과 혁신 기능을 강화하기 위해 한․중 공동 과학기술센터와 공동 창업공간을 설립한다. 넷째, 후이저우 한․중 산업단지를 거점으로 한국과 중국이 제3국 시장을 공동 개척하는 방안을 구상해볼 수 있다. 마지막으로 후이저우 한․중 산업단지를 AEO(Authorized Economic Operator) 상호인증, 공동 통관관리가 가능한 시범지역으로 조성하여 한국과 중국 간 비관세장벽을 공동 해소하고 무역 원활화를 실현해야 한다.

영어초록

The purpose of this study is to explore ways to actualize concrete industrial cooperation between Korea and China by forging the Korea-China (Huizhou) industrial park into a regional innovation hub. To this end, this paper studies the principal features of the Korea-China Free Trade Agreement, which outlines the legal framework of the Korea-China (Huizhou) industrial park, and the development plan for the Guangdong, Hong Kong and Macao Greater Bay Area. In addition, the paper examines the investment entry environment of the Korea-China (Huizhou) industrial park as part of a thorough analysis of the park's current status and development strategy. The following measures are suggested to make the Korea-China (Huizhou) industrial park into a regional innovation hub. First, it is necessary to take advantage of Chinese national strategy as an opportunity to develop the Korean industrial economy by implementing a plan to utilize the Korea-China (Huizhou) industrial park in the context of the Chinese central government’s Greater Bay Area Development Plan and Belt and Road Initiative. Second, it is essential to strengthen industrial cooperation with China in strategic emerging industries such as next generation information technology, high-tech equipment manufacturing and new materials, as well as modern service industries including the creation of cultural content, tourism, leisure and health care, all in conjunction with the development policy of the Korea-China (Huizhou) industrial park. In the meantime, Korea’s Saemangeum Korea-China Economic Cooperation Complex should also make efforts to attract Chinese investment in such industries, enabling reciprocal development. Third, in order to strengthen the innovation and entrepreneurship functions of the Korea-China (Huizhou) industrial park, the Korean and Chinese governments should consider establishing a jointly-operated center for collaboration in scientific and technological endeavors, as well as jointly-operated venture-business incubator space. Fourth, using the Korea-China (Huizhou) industrial park as a launching pad, Korea and China should together craft a strategy to enter foreign markets collaboratively. Finally, through mutual Authorized Economic Operator (AEO) certification and joint customs management, the Korea-China (Huizhou) industrial park should come to serve as a testbed for abolishing non-tariff barriers and realizing ever-greater levels of trade facilitation.
