재난 이후 공동체는 어떻게 재구성되는가?: 2020년 섬진강 범람 이후 구례지역 사례 연구 (About “the Day” and “the Night” During a Disaster: An Anthropological Study on Community Reconstruction After the Seomjin River Flood)

초록

이 연구는 2020년 수해 이후 구례지역에서 일어났던 사건들과 사람들의 이야기를 가급적 충실하게 기록하여 후속 연구의 기초자료를 확보하고자 하는 목적으로 시작되었다. 더불어 연구자는 당시 범지역적이고 자발적으로 이루어졌던 다양한 연대와 실천이 어떻게 가능했는지, 그리고 그러한 재난 유토피아적 실천들에도 불구하고 재난의 무게에 짓눌린 채 고립된 이들의 이야기들을 어떻게 이해해야 할 것인지에 관심을 갖는다. 과연 재난과 그 복구 과정에 등장한 ‘우리’란 무엇이었으며, 그 경계는 어떻게 확정되고 재구성되는 것일까.
이 연구에서는 먼저, 재난 직후 이전에 없던 범지역적이고 공동체 지향적인 연대 실천들이 가능했던 사회적 조건들이 무엇인지를 파악하고자 했다. 고립과 상실의 정동, 재난 이전 지역사회가 결집할 수 있었던 사회적 계기들, 타자의 현존에 대한 물리적 자각과 경험에 대한 분석을 통해 이러한 연대 실천을 일종의 집합적 의례(Durkheim 1995[1912])로 해석할 수 있었다. 이 의례를 통해 확인할 수 있었던 것은 다름 아닌, 이 처참한 폐허 속 ‘당신’과 ‘내’가 존엄하고 신성한 ‘인격’을 가진 존재라는 점이었다.
그렇다면 이러한 집합적 열광의 경험에도 불구하고, 왜 누군가는 그 ‘우리’라는 경계 밖으로 내몰려 고립되고 마는지, 개인의 고통 경험이 오히려 증폭되는 것은 무엇 때문인가의 문제도 함께 논의하였다. 구조의 문제는 상호작용의 의례와 맞물려 피해당사자들을 자신의 사회적 자리로부터 밀어내곤 했다. 대면한 사람들과의 일상적 상호작용 의례는 종종 단절되며, 그 대상은 재난 이후 더욱 취약함을 경험하는 이들인 경우가 대부분이었다. 다양한 구조적 요인들은 피해자들에게 자격을 요구하며 피해자됨의 위계를 구성하고, 지방정부는 피해자들의 일상을 회복하기보다 재난 이후 증여된 각종 자원들을 자본주의적 기회로 활용하는 데 골몰한다. 이러한 과정에서 피해자들의 고통은 사회적 장에서 적절히 다루어지지 못하고 개인의 사적인 영역 안에 고립되고 사사화 되어버린다.

영어초록

This study started with the purpose of recording the events and people’s stories of what took place in Gurye-gun after the flood as faithfully as possible. The focus is on how the various practices of solidarity were possible during the disaster, and at the same time, how to best understand the stories of those who were isolated and overwhelmed by the weight of the suffering. How did the survivors define the concept of “we” during this terrible period, and how are the boundaries established and reconstructed? First, we evaluated the situation since the disaster onset in order to understand the social conditions for the development of regional and community-oriented solidarity practices, which were not previously present in this area. Through analysis of the affect of isolation and loss, of the social moments that the local community could gather before the disaster, of the visibility of the disaster and of the realization of co-presence of others, we found out that the practice of this solidarity is a kind of collective ritual(Durkheim 1995[1912]). What I was able to confirm through this ritual was that “you” and “I” in this terrible ruin are beings with dignity and divine personhood.
However, despite the experiences of mutual aid and collective effervescence among citizens, the questions of why some people are driven outside the boundaries of “we” and become isolated, and why the individual’s experience of suffering is amplified must also be discussed. Interaction rituals are often cut off, and the insulted victims are often those who experience more vulnerability after disaster. The problem of social structure, coupled with interaction rituals, pushed the victims out of their social place. The various structural factors that determine the hierarchy of victimhood and the attitude of local governments when allocating the resources donated after the disaster in a capitalist way left the victims with the responsibility for their own recovery as individuals, and amplified the suffering of the victims.
