초록

우리나라의 교육개혁 정책들은 교육현장과 괴리되어 형식주의와 디커플링 현상을 발생시켜
왔다. 이 연구는 그동안 우리나라의 교육개혁 정책들이 학교 현장에 천착하는 데 어려움을
겪고 있다는 문제의식에 터하여, 그러한 문제적 현상의 본질적 원인을 탐색하고자 하였다. 이
에 최근 우리나라의 대표적인 교육개혁 정책인 ‘자유학기제’를 연구주제로 선정하여 A중학교
의 자유학기 한 학기를 대상으로 질적 사례 연구를 수행하였다. 특히 자유학기제 운영 과정
에서 부각된 양가성 현상에 주목하였는데, 이 연구의 조작적 정의와 분석틀에 따르면, 양가성
현상이란 기존의 가치, 사고방식, 행동양식의 유지하려는 ‘관성’과 개혁정책의 가치, 사고방식,
행동양식을 추구하려는 ‘변화’가 구성원들에게 대립하면서 공존하는 현상을 가리킨다. 연구결
과, A중학교의 자유학기제 운영 과정의 모습은 특징이 부각되는 시점에 따라 ‘두 마음의 시
작’, ‘갈지자 걸음’, ‘절반의 성공’의 세 시기로 구분되었으며, 각각의 시기마다 학생, 교사, 학
부모가 겪는 양가성 현상이 구조화되어 나타났다. 또한 자유학기제 운영 과정에서 나타난 양
가성 현상의 이론적 의미를 논의하고, 이를 바탕으로 자유학기제와 교육개혁 정책에 대해 제
언하였다.

영어초록

This study was conducted to identify the causes of the decoupling phenomenon
derived from the gap between education policy reform and the policy practice in the
field, which has a negative effect on education police process. The decoupling
phenomenon points to the phenomenon that the stakeholders seem to conform to the
policy outwardly but still keep the existing practices inwardly. This phenomenon
sometimes causes a optical illusion that the policy is well-implemented seemingly.
For this reason, I chose to research on a reformative education policy, the Free
semester program in order to find out the intrinsic causes that result in the
decoupling phenomenon, and conducted a qualitative research on “A” middle school
for a semester. In particular, I focused on the ambivalence phenomenon emerging in
the implementation of the Free semester program. According to the operational
definition and the analytical framework of this study, the ambivalence phenomenon
means the conflict and coexistence between inertia which tries to maintain existing
values, ways of thinking and behavior, and 'change' which follows the values and
ways of thinking and behavior of reformative policies among the members.
This study described the implementation process of the Free semester program in
“A” middle school and drew the the feature. The processes were classified as ‘the
first meeting’, ‘adaptation’ and ‘incomplete success’ according to the flow of
implementing the Free semester program, and the ambivalence phenomenon
experienced by students, teachers, parents were structured in each steps. The
phenomenon like ‘still knowledge first’ vs. ‘now competence first’, ‘ school
knowledge’ vs. ‘life experience’, ‘resting vs. linking’ were noticed in student group,
and the ones like ‘the forced change’ vs. ‘the opportunity of change’, ‘risk aversion’
vs. ‘risk acceptance’, ‘emulation’ vs. ‘distinction’ were showed in teacher group. The
parents group experienced ‘uneasiness’ vs. ‘expectation’, ‘relying on private academy’ vs. ‘being free’, ‘my kid vs. our kids’. This study discussed theoretical significance of
the ambivalence phenomenon to the Free semester program, and described the
implications to the program. Furthermore, this study suggested the implications of
the ambivalence lense as a theoretical tool of analyzing the process of education
policy reform in the area of educational administration.
