초록

본 연구는 제14대부터 제17대까지의 국회의원 선거 결과를 중심으로, 유권자의 투표결정기준으로 ‘인물’ 요인이 강하게 나타나고 있는 한국의 국회의원 선거에서 현직 국회의원의 재당선에 영향을 미치는 요인을 규명하려는 목적으로 시도되었다. 이를 위하여 현직 효과에 대한 기존 논의들에서 강조돼온 요인들과 한국의 국회의원 선거 결과에 영향을 미칠 수 있는 요인들을 제도적 요인(정당, 선거구)과 후보자 요인(당선 경합도, 선수, 법안 발의, 미디어 출현, 당적변경)으로 구분하고 이에 대한 가설을 제시하였다. 집합자료를 통해 가설을 검증하고, 집합자료 분석을 통해 상관관계가 밝혀진 변수들을 중심으로 로지스틱 회귀분석을 실시하여 변수의 영향력을 검증하였다. 또한 회귀분석 결과를 통해 분석된 내용을 한국의 선거에서 유권자들의 투표결정에 영향을 미치는 가장 주된 요인으로 지적되고 있는 ‘지역주의’와 관련하여 검토하였다.
연구 결과, 민주화 이후 실시된 국회의원 선거에서 선거가 계속될수록 지역주의의 영향을 받지 않는 선거구에 출마한 현직 의원들의 재당선에 영향을 미치는 변수들 중 후보자 요인의 비중이 커지고 있다는 사실을 밝힐 수 있었다.

영어초록

This dissertation seeks to explain the conditions under which incumbent National Assembly (NA hereafter) Members can be re-elected in a general election in Korea where “candidate effect” is commonly understood as the most important factor. The dissertation discusses the impact of the incumbent effects and extracts factors that are expected to affect re-election of incumbent NAM in the current literature. Empirically, the dissertation proposes testable hypotheses, construct an aggregate data-set and examine the impact of known correlation-factors through logit-analysis.
In order to explain the dependent variable - re-election of incumbent NA　Members from the 14th to the 17th National Assembly, the dissertation provides two groups of independent variables, which are institutional and candidate factors. The institutional factors include party to which incumbent belong and election-district in which incumbent candidates compete with their challengers. The party factor essentially indicates the size of the party and identity of the party either as the ruling or an opposition. The district factor includes the size of voting-districts and the voting rate. In terms of the candidate factors, they include the margin of winning votes in the past election, the number of NA terms, the number of bill-introduction, the frequency of media-appearance and the number of party-switching. Moreover, to control for the impact of regionalism, a factor known for affecting outcomes of any election in Korea, the dissertation consciously differentiated the regionalism-affected districts from the ones that are not.
The results of the empirical analysis indicate that the candidate factors were statistically significant for incumbent NA candidates especially in the districts relatively less affected by regionalism from the 14th to the 17th National Assembly election. Moreover, with this result, after separating the regionalism affected-districts from the ones that are not, the incumbent candidates in the regionalism affected districts showcased high re-election rate before the 16th NA election, which may indicate the presence of incumbent effects in Korea. However, from the 16th NA election, the five candidate factors has become significant factors affecting re-election of the incumbent candidates from the 16th NA election in Korea. This would imply that incumbent NA candidates must consider for the candidate factors as well as the party factors; in short, incumbent NA candidates must work hard to strengthen their own personal competitiveness.
